The Federal Home Loan Banks are a Government Sponsored Enterprise (GSE) chartered with issuing fixed-income debt securities to support residential lending and community development in the US. The Office of Finance represents the banks by issuing and selling the bonds via auctions. For callable bonds, the process of collecting bids from dealers was labor intensive and required significant telephone interaction to receive bids and confirm sales. The Office of Finance wished to create an online auction bid submittal site to free their traders to perform more value added activities.
Seva provided full life cycle services to deliver a secure site that accepts auction bids, indications, confirmation of purchases, and publishing of auction results. Seva also teamed with the client to understand their long-term bond auction vision. This resulted in a foundation being built to support other types of bond auctions in the future.
